IUGB 2011-2015 Strategic Plan Summary

Vision and Mission

The vision of establishing IUGB as a Regional Center of Excellence in higher education emerged from fourteen years of collaboration between IUGB, GSU, and several other key institutions of higher education in Côte d’Ivoire. The relationship is an out-growth of the Government of Cote d’Ivoire’s desire to establish strategic relationships to implement reforms in its higher education system, to address the higher education crisis in the sub-region and build human capital for growth and development.

Organizational Structure

IUGB opened in January 2005 and was formally established as an accredited institution of higher education in Cote d’Ivoire in May 2007. IUGB is an independently governed institution, organized under the laws of the Republic of Cote d’Ivoire as a non-profit organization. The University’s mission is to provide internationally recognized higher education through technology-enhanced English medium instruction in fields critical to regional development, international success, and life-long learning.

The University currently is organized into two schools: the School of Arts Science and Technology (ASTEC), and the School of Business, International Relations and Economic Policy (BIREP). IUGB also has a Pre-Undergraduate Program (PUP), that helps students who require additional study to meet the English language and standardized test scores needed for admission. Over the next five years, this structure will be gradually enhanced by adding additional schools, administrative units, and associated faculty and staff to accommodate growth in the student population and diversification of academic disciplines. Enrollment has grown from 13 students admitted in the fall of 2005 to 222 students in January 2012, despite over a decade of political instability and periodic violent and deadly conflict.  Forty-three IUGB exchange students are studying at GSU. This plans calls for aggressive growth in enrollment, reaching approximately 1,200 students by the end of 2015.

Funding Needs

Fundraising priorities over the next five years include: funding for capital investments and information technology; funding for financial aid: grants for scholarships, concessional terms for financial aid loans; and technical assistance funding to enable the recruitment of highly qualified academic and administrative staff.

Strategic Goals and Priorities

The IUGB’s six strategic goals are

1. To deliver of high quality, regionally relevant education through the provision of innovative, market-driven, and environmentally sensitive training, research and services in areas critical to regional economic development.

2. To establish a strong and effective governance structure to ensure accountability, transparency, and high standards

3. To recruit and build an ethnically, regionally, and gender diverse student body, faculty and staff

4. To secure and properly utilize the financial resources necessary to sustain the students, faculty, staff, and operations of IUGB

5. To establish collaborative partnerships with both local and international institutions and organizations to enhance the educational and experiential opportunities for students and faculty and to attract financial and human resources to IUGB

6. To engage in outreach programs and services to the local community to enhance quality of life by fostering economic development and environmental sustainability

IUGB recognizes that financial transparency and self-sufficiency, accountability, and good governance are imperatives to achieving the ambitious goals of this business plan. IUGB will rely on its ability to establish tuition and fee rates that are cost recoverable in exchange for a high quality, globally competitive education unparalleled in the sub-region. Funding from grants and competitive loans will be sought to provide a strong financial base.

By the end of 2015, the International University of Grand-Bassam will be a firmly established and reputed American styled and U.S. accredited institution, distinguished for its transparency, accountability, and equal access to all students irrespective of socio-economic status, gender, or ethnicity.
